Education versus Awareness program

The program should have an education mission. We prioritized the program as an informal science education mission, aimed at the general public (high school level education). This has implications for program structure and user-generated component. Would we require that they meet particular content standards, use tags, interact...? How do we take advantage of the teachable moment that occurs when someone wants to upload content?

What are the core competencies? -- Ocean Science Literacy Standards, Citizenship Competencies, Personal Agency and Action.

How do we use information retrieval science to 1) provide opportunities /but/ 2) guide you to core competencies?
