Stakeholders are potential contributors and users, e.g. environmentalists, teachers, students, businesses. Also, an advisory board of researchers, scientists, etc. might need to be created to review content. DO emanates from UCSB, they currently have the funding. Options for control would be to reside at university, e.g. UCSB, non profit organization independently established, or looking at other models. What ever is decided, there are certain issues to address. We should investigate governance issues such as copyrights, funding, domain allocation, equity of representation, equity of access, remuneration of organizers, hierarchy, openness of the levels of DO be, where the server is housed, credibility of source, etc. We would need to encourage participation of contributors in an equitable way, for example, to give the over-worked teacher as much as a voice as the Hollywood producer.
